Taking a stakeholder-inclusive approach, the GIZ Energy Programme Indonesia/ASEAN works with the Government of Indonesia, civil society, the private sector, and local communities, while combining national advocacy with regional action. Guided by sustainability as a principle, GIZ supports a just and affordable energy transition for all affected stakeholders and regions, while making sure environmental impacts are minimised or eliminated. The GIZ Energy Programme further strives to demonstrate the economic benefits of a transition towards a Renewable Energy (RE)-based power sector while promoting energy conservation, including improved energy security and industrial competitiveness. The GIZ Energy Programme Indonesia/ASEAN works across five thematic areas: a) Power system transformation: We support Indonesia towards the transformation of more than 600 power systems of various sizes from central, fossil fuel-based power generation to decentralised, renewable energy-based power generation. b) Sustainable energy finance: We support Indonesia in preparing a financing framework for the energy transition through fiscal policy reform, designing implementable financial instruments, and setting up the necessary de-risking facilities to catalyse private investments for supporting the energy transition. c) Industry and built environment decarbonisation: We support Indonesia"s green economic transformation and industrial decarbonisation through the integrated application of renewable energy and energy efficiency. d) Island energy solutions: We support the Government of Indonesia (GoI) in shaping strategies for the implementation of the energy transition in remote/island regions, and to increase exchange through triangular approaches. The beneficiaries are local communities and the entire transformed rural regions. e) Just energy transition: We support Indonesia in increasing the share of renewable energy by gaining public acceptance for a fossil fuel phase-out and building innovative solutions for the shift away from fossil fuels towards affordable and clean energy for all. Currently, different projects are actively working towards these goals. The projects within the GIZ Energy Programme in Indonesia employ a range of approaches, which include among others (1) policy advice at national and provincial levels for major political partners, such as energy scenario development plans, carbon trading mechanisms for coal-fired power plants, and distribution code revision; (2) conducting technical studies on themes such as power system transformation feasibility studies for RE projects which feed into regulations and policy decisions; (3) human capacity development and training of staff and trainers for partner ministries or other institutions active in the energy sector; (4) developing innovative and scalable RE pilot projects; and (5) promoting exchange and collaboration across countries and regions. While the contract is anchored to the flagship project "Green Energy", the scope of the services tendered spans across all projects of the GIZ Energy Programme Indonesia/ASEAN and possibly also to projects in other countries in Asia requiring similar services.

Description : GIZ, through the GIZ Energy Programme Indonesia/ASEAN, turns identified priorities of the Indonesian energy transition into practice by offering technical support and advisory services - also beyond Indonesia in Asia. This entails the rapid mobilisation of cutting-edge advisory services supplied by the contractor through the deployment of dedicated key experts working together with pools of short-term experts. The GIZ Energy Programme Indonesia/ASEAN therefore seeks a contractor to provide technical support and support assignments on the Work Packages outlined below, and contribute to the activities of the GIZ Energy Programme Indonesia/ASEAN. The Work Packages (WPs) below outline the breadth of expertise that GIZ Energy Programme Indonesia/ASEAN expects it might need to request, but the details of specific assignments or optional WPs will be further defined in formal Requests for Service. Specifically, the contractor shall support the GIZ Energy Programme Indonesia/ASEAN in successfully implementing concrete measures in the areas of power system transformation, sustainable energy finance, industry and built environment decarbonisation, island energy solutions and just energy transition, which are important inputs towards fulfilling the overall programme objective and indicators. Currently, GIZ Energy Programme Indonesia/ASEAN is commissioned to jointly implement projects with the Indonesian Ministry of Energy and Mineral Resources (MEMR), Ministry of Finance (MoF), Ministry of National Development Planning (Bappenas), and state utility company PLN. These partnerships are partly subject to finalisation, may change or may be expanded to include additional partners in Indonesia or the region (Asia). TThe Terms of Reference (ToR) covers the scope and deliverables by the firm of consultants to deliver outputs on the GIZ Energy Programme Indonesia/ASEAN priority areas. The main activities outlined in the TORs provide guidelines for the activities envisaged, however the firm of consultants is expected to appropriately adjust the work plan based on what is emerging through the course of the assignments in consultation with GIZ. Further, the requested services may also contribute to activities of related programmes in Asia. Below is an outline of the principal Work Packages on which the contractor is expected to support assignments and provide expertise. A more extensive description of potential activities related to each Work Package can be found in the TORs. Work package 1: Overarching tasks and responsibilities The contractor will be actively involved in contract management, ensuring all aspects of the contract are managed efficiently and in accordance with the terms and conditions set forth in the Terms of Reference (ToR). Work package 2: Power system Transformation The contractor is expected to support the GIZ Energy Programme Indonesia/ASEAN on power system transformation, including but not limited to rapid realisation of large-scale vRE projects, and making conventional power plants more flexible to enable the grid integration of vRE. Work package 3: Sustainable energy finance The contractor is expected to support the GIZ Energy Programme Indonesia/ASEAN on Sustainable Energy Finance, including but not limited to energy transition financing, investment for RE (solar, hydro) and EE, carbon pricing mechanisms and climate financing. Work package 4: Industry and built environment decarbonisation The contractor is expected to provide technical expertise on Industry and built environment decarbonisation, including but not limited to Energy Efficiency (EE), the utilisation of RE for electricity and heat generation, and the use of low-carbon fuels, such as hydrogen. Work package 5: Island energy solutions The contractor is expected to support the GIZ Energy Programme Indonesia/ASEAN on Island Energy Solutions, including but not limited to RE access/off-grid/mini-grids, Innovation and private sector, and South-South Triangular Cooperation. Work package 6: Just energy transition The contractor is expected to support the GIZ Energy Programme Indonesia/ASEAN on Just Energy Transition, to support Indonesia in increasing the share of renewable energy by gaining public acceptance for a fossil fuel phase-out and building innovative solutions for the shift away from fossil fuels towards affordable and clean energy for all. Work package 7: Learning and organisational development The contractor is expected to support the GIZ Energy Programme/ASEAN on a wide range of measures and activities to promote education and learning. Work Package 8: Communication The GIZ Energy Programme Indonesia/ASEAN plays a crucial role as a platform for disseminating technical knowledge related to the energy transition, RE and EE. It also aims to effectively communicate and disseminate its impacts and best practices in the various activity areas.
