Description : As part of the bilateral cooperation between Burkina Faso and the Federal Republic of Germany, the "Project to support internally displaced persons and strengthen the resilience of host communities" began operations in October 2021. It aims to build the capacity of partner communes and state and non-state actors to improve the social living conditions of internally displaced persons and vulnerable host populations in the Centre-Nord region. It is being implemented by the German Technical Cooperation (GIZ). The Sahel and Centre-North regions of Burkina Faso are marked by instability and fragility. On 31 March 2023, there were 2,062,534 internally displaced persons (IDPs) in the country, 23.9% of them from the Centre-North region. The reason for this massive internal displacement is the deterioration in the security situation due to violence motivated by extremism. 52, 75% of IDPs are women and girls, and 50% are children under the age of 14. Host municipalities are facing a massive increase in population, which is putting their already fragile structures to the test, despite the material aid provided to meet the humanitarian needs of internally displaced persons. Tensions between IDPs and the population of the host communities are also on the increase. The main outputs of the project are: 1) To improve the capacity of municipalities and other local actors to provide IDPs and vulnerable host populations with quality basic services in line with their needs. 2) Strengthen social cohesion between IDPs and host populations 3) Promote an inclusive and sustainable economic recovery for the most vulnerable and destabilised populations, both host and displaced. The plan is to create jobs and contribute to the economic resilience of the population, particularly young people and women affected by poverty, through vocational training, the promotion of income-generating activities and capacity-building for local economic governance players. The third output on economic recovery is being implemented by the GIZ-ENABEL (Belgian Development Agency) consortium thanks to co-financing from the European Union (EU). The co-financing period for GIZ runs from January 2023 to December 2025 (3 years) in 11 communes in the Centre-Nord region.

Description : The contractor will be required to carry out the following economic recovery activities in 5 communes covered by the PDICA: Activity 1: Strengthen the technical and entrepreneurial capacities of MSMEs and vulnerable people in income-generating activities (IGAs). The contractor will identify and support at least 15 micro- and small enterprises and 400 vulnerable people in IGAs (e.g. agri-food processing, services, crafts, livestock farming, trade) in strengthening their technical and entrepreneurial capacities. Activity 2: Facilitate market access ENABEL and GIZ will facilitate contacts between large agri-food companies and producer organisations. The contractor will in turn support farmers' organisations (FOs) in the communes under its responsibility to also supply products to these companies through capacity building for these organisations and training in good (farming) practices. In addition, the contractor will help project leaders supported under Activity 4, artisans and micro, small and medium-sized enterprises in other sectors of activity with potential markets beyond their commune to access these markets. Activity 3: Facilitating access to finance Building on the work of GIZ, the contractor will raise awareness among the target groups in the communes under its responsibility of the possibilities of obtaining credit and will facilitate the linking of groups of SMEs to that. Activity 4: Strengthening the mechanisms for promoting and supporting young promoters The contractor will target at least 100 project leaders in urban and rural areas, from all sectors, who will be supported in drawing up and carrying out small income-generating projects, if possible in collaboration with local structures (ANPE, Maison de l'Entreprise, NGOs, etc.) to ensure that the activity is sustainable. Activity 5: Support the professional integration of trainees by facilitating access to post-training installation kits. The 100 project promoters trained under Activity 4 and the 400 IGA vulnerable people will be provided with a post-training installation kit and follow-up to enable them to develop their economic activity. Activity 6: Learning and exchange events in collaboration with the training centres targeted by Expertise France10 events (two per commune) will be organised in collaboration with the local economic entities, the training centres targeted by Expertise France and those targeted by the consortium in order to bring together the businesses and project leaders supported with vocational training actors, public entities and the local population, thus enabling an exchange of experience, knowledge (e.g. peer learning) and opportunities for collaboration. Activity 7: building the capacity of local public players to promote and monitor economic activities, including those run by internally displaced people The contractor will support local authorities in improving the framework conditions for economic recovery in their communes. In addition, local authorities will be strengthened in their understanding of land tenure regulations and conflict management mechanisms.
