Drammen municipality, hereafter called the contracting authority, invites tenderers to a competition for parallel framework agreements for 24 hour health and welfare services for adults with special needs. We would like agreements with both large and small tenderers who can offer a wide range of services. We would like variation in the service's location. Everything from the countryside to a more central location. Each tenderer shall offer individually adapted health and care services that safeguard the users ́ follow-up needs of mental and physical health. Target-oriented efforts shall be made to facilitate coping experiences, meaningful activities and inclusion in social communities so that users achieve the best possible functioning and mastering abilities. Tenderers shall offer housing to the user. Legal homes for the service Measures are carried out in accordance with individual decisions based on the Municipal Health and Care Services Act of 24 June 2011.The target group is adults over 18 years of compound and serious problems, who need 24 hour health and care services. The users have varying needs for assistance in safeguarding self-care and daily tasks. For example, these are users with different mental disorders and/or drug and alcohol challenges, mental disabilities and/or autism spectrums, and behavioural problems of varying degrees. Hourly health and care services for the user group Procurement also include hourly services for gradual adaptation or return to the contracting authority ́s services.

Main features of the procedure

The scope of the procurement Municipality offers the service itself to the greatest possible degree, but will be able to purchase the service, for example, when the municipality, based on the user need, does not have sufficient resources to provide a professionally responsible service. The aim is to procure 24 hour health and welfare offers that the user shall be returned to the contracting authority ́s services. Each procurement is therefore for a time-limited period. The municipality currently procures 14 places for adult users with compound and serious problems. In cases where the municipality deems it professionally justifiable and appropriate, the existing contracts will be terminated in order to collect as many service procurements as possible under this framework agreement. In some cases the contracting authority will need to purchase services outside of the framework agreement. If the municipality itself or other public actors during the contract period establish new tenders, it can also affect the contracting authority ́s need to purchase services under the framework agreement. The procurement will depend on financial framework terms, political decisions and the market situation. Parallel framework agreements the Contracting Authority shall enter into parallel framework agreements with up to 3-5 tenderers. The number of framework agreements assumes that there are a sufficient number of suitable tenderers and tenders, which fulfil the requirements set in this competition. The award of assignments assignments are awarded either after the completed mini competition, or on the basis of what the municipality considers the most suitable tender for the user. The decision on whether mini tender contest will be implemented or whether an assignment shall be awarded directly to a tenderer will be made by the contracting authority. Distribution of assignments Assignments will be carried out based on the users ́needs. The contracting authority cannot guarantee that the distribution will be the same between the different tenderers, or guarantee a minimum volume. If no tenders in the mini competition are suitable based on the municipality ́s professional assessment or tenderers lack capacity within the stated time frame, the contracting authority can choose to purchase the service outside the framework agreement. Mini tender contestsMini competitions will be held by the contracting authority preparing a tender invitation based on each user ́s needs. Tenderers shall use the tender invitation as a basis for their tender offer in the mini competition. The initiative plan will be prepared afterwards in cooperation between the contracting authority and the tenderer and anchored in a single decision. The contracting authority can set a short tender deadline in the mini competition. The award is based on one or more of the following award criteria: The tender that the municipality considers to be as uniformly best suited for the user. Response time (when the initiative can be implemented). Plan for handling challenging behaviour, including threats and violence. The prices given in the tenderer ́s tender to the framework agreement. The award criteria will be determined individually for each mini competition, based on the municipality ́s assessment of the user ́s needs. The contracting authority will give justification for choosing a winner in the mini competition upon request. The evaluation of tenders the Contracting Authority selects the tender that the municipality considers to be the best suitable for the user. A site inspection of the health and welfare offer can be carried out to assess the suitability.

Under this award criteria, the tenderer shall describe what jobs, day activities and leisure activities they offer the users and how this is practically carried out.
