II.2.4) Description of the procurement:

The main reason for Bodø municipality wanting to establish a dynamic purchasing system is the refugee situation due to the war in Ukraine.

Bodø municipality has been requested by national authorities to settle 300 refugees in 2023. The refugees primarily come from Ukraine. This is a preliminary figure, and the municipality has also been asked to be prepared for the number to change during the year.

How the situation in Ukraine will develop is uncertain. This also applies to how many refugees arrive in Norway due to the war, and when it will be possible for the refugees to return. It is important for Bodø municipality to facilitate for people who have been exiled from their own country to live full and have good occupancy while they are in Norway. It is therefore important that Bodø municipality, in an efficient manner, can provide a sufficient number of housings as needed.

In addition to the above-mentioned situation, Bodø municipality wants to use the purchasing system for hiring and buying modular buildings to cover the municipality's social housing objectives for the short and medium period of 1-10 years.

The primarily need is 1 to 3 rooms modular buildings. However, larger modules, such as 4 to 5 rooms may be needed exceptionally

The dynamic purchasing system is divided into two categories:

- Category 1 - hire of modular buildings

- Category 2 - the purchase of modular buildings

Tenderers must specify whether they wish to qualify for category 1, 2 or both upon request for participation.

The Contracting Authorities shall be specified with contact information so that references can be obtained.
