Title : Wide Range Couplings
Description : As a grid operator, Alliander is responsible within its region for the construction and management of, among other things, the gas network. In new developments, no new gas connections are being realized. In the coming years, further replacement of brittle main pipeline materials—namely, grey cast iron and asbestos cement—as well as other (older) main pipeline materials is planned. For the above-mentioned activities, various Wide Range Couplings (WRK) are used. The Wide Range Couplings are employed to connect steel and cast iron pipelines, as well as PE pipelines, to the new pipeline materials, PE and impact-resistant PVC, with the same nominal diameter or with a transition to a different nominal diameter. It is expected that from 2032 onward, the use of Wide Range Couplings will be minimal. For the aforementioned activities, we require Wide Range Couplings of five different types: • Coupling on both sides: Socket – Socket • Coupling on one side; flange on the other side: Socket – Flange • Coupling on one side; nodular cast iron spigot end on the other side: Socket – NG spigot end • Coupling on one side; PE spigot end on the other side: Socket – PE spigot end • Coupling on one side; blind end on the other side: Socket The couplings must be certified with the GASTEQ QA KE 208 quality mark. (or equivalent) Additionally,they must also be certified with the GASTEQ QA KE 214 quality mark (or equivalent) – Since existing natural gas infrastructures (after modification) are suitable for hydrogen distribution, all Wide Range Couplings (hereafter referred to as WRK) must be suitable for blending with up to 100% hydrogen gas. We expect a spend of 7.8 million and a total of 27,209 units of WRK distributed over 8 years (No rights can be derived from these numbers).

Other justification : According to the best of our knowledge, George Fischer N.V. is the only supplier that currently can deliver the amount of Wide Range Couplings including the GASTEQ QA certificate. In terms of procurement law, this intended contract award can be interpreted as a single direct contract for technical reasons under application of the Dutch Public Procurement Act (“Aanbestedingswet 2012”) article 2.32
