II.2.4) Description of the procurement:

The scope of works to be carried out by the Supplier consists of supply of complete 525 kV HVDC cable systems and the offshore installation part of interconnector projects in connection to the Danish transmission grid.

In the following, the requirements for a typical project are outlined. Deviations may, however, occur during the lifespan of the SQS.

The interconnector projects consist of an extensive range of activities including engineering, production, transportation, jointing activities, testing and offshore installation of the 525 kV HVDC cable systems.

The expected route length of the 525 kV HVDC cable projects range from approximately 100 to 250 kilometrer with a transmission capacity range from approximately 1,2 to 2 GW.

The scope of works for contracts to be tendered under this SQS, may include (but not limited to) the following activities in order to engineer, produce and install the 525 kV HVDC cable systems:

- Provide the necessary pre-qualification test certificates to document compliance with international standards for 525 kV HVDC cable systems.

- Perform the required cable system and offshore installation engineering as to ensure transmission capacity of the cable system in the given installation conditions and the installation method and structural integrity of the cable system during the installation activities in the given installation conditions.

- Develop all necessary procedures, manuals and specifications required to perform the work in a safe and efficient manner.

- Design, fabricate, test and supply all materials required to perform the works.

- Supply of all necessary equipment and vessels required to perform the offshore in-stallation of the 525 kV cable systems including surveys, pre-lay works, cable laying, post-lay works, remedial works and repair if needed.

In addition to the activities above, the Supplier may be required to provide (not limited to):

- Project management

- Interface management with sub-contractors, stakeholders and Contracting Authority site representation

- Required work site offices and facilities including necessary utilities and management hereof

- Mobilisation and demobilization of all required personnel and equipment incl. site re-instatement

- As-built documentation and project hand-over to the Contracting Authority

All works must be carried out according to relevant legislation, standards, authority requirements, the Contracting Authorities’ specifications etc.

The projects may be executed in recreational areas and areas with significant vessel traffic. Further, the installation locations may represent a great diversity of fauna, flora, birds and mammals; consequently, significant environmental restrictions apply. Finally, the seabed profile at the project locations may be rather undulated with a varying depth profile.

Conditions to be fulfilled by economic operators in view of their qualification:

Applicants must submit the European Single Procurement Document (‘ESPD’).

Applicants may not be subject to the mandatory grounds for exclusion, cf. the Danish Public Procurement Act (udbudsloven) Section 134a, 135 (1-3) and 136.

The applicant must meet the minimum requirements concerning economic and financial standing, cf. section VI.3) of this notice. The information must be submitted in the ESPD Part IV.B.

The applicants must meet the minimum requirements concerning technical and professional ability for references, cf. section VI.3) of this notice. The information must be submitted in the ESPD Part IV.C or in the enclosed reference template.

Finally, applicants must meet the minimum requirements concerning technical and professional ability for QHSE management systems and prequalification test, cf. section VI.3) of this notice. The information must be submitted in the ESPD Part IV.D.

Methods according to which each of those conditions will be verified:

Energinet is obligated to verify that the applicants are not subject to the mandatory grounds for exclusion. Further, Energinet is obligated to ensure that all minimum requirements are fulfilled. Energinet will do so based on the information submitted in the ESPD and the documentation which will be requested on the basis of the ESPD, cf. section VI.3) of this notice.

Please note, that documentation regarding prequalification test should be submitted together with the ESPD when applying for admission on the SQS. Applicants which have not submitted this docu-mentation prior to the first tender under the SQS being issued will not be taken into consideration for the first tender under the SQS.

1) Concerning economic and financial standing:

In the ESPD part IV.B, the applicant must provide the following information:

1. Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)

2. Equity ratio (equity/total assets). This should be stated with two decimals.

For admittance to the SQS, the application must meet the following minimum requirements in the latest annual report: Equity ratio from the latest annual report must be at least 20 pct.

2) Concerning technical and professional ability:

References

The applicant should include the up to 10 most comparable and relevant references undertaken in the past 10 years as part of the application. The references must be stated in the ESPD part IV.C: “Technical and professional ability” or in the enclosed reference template. Undertaken in the past 10 years implies that the reference must not have been completed prior to the date reached when counting 10 years backwards from the submission date for application.

All references should include a specific description of the works comprised by each reference, including:

o An overall project description.

o Client and location of project.

o Responsibilities and deliverables (technical scope) performed by the applicant, including

 type of cable, including length and voltage

 offshore cable installation scope (e.g. pre-installation, cable laying, burial and/or post-lay works).

o Contract value (if possible).

o Date of initiation and final delivery for deliverables performed by the applicant (day, month, year).

o Contact information for the entity in question (including contact person (if possible)).

Minimum requirements concerning references:

For admittance to the SQS, the applicant must meet the following minimum requirement related to references:

The applicant must submit one or more references comprising offshore cable laying for a 220 kV (or higher) cable with a length of 30 kilometers (or longer). To avoid misunderstanding, please note that references where the applicant has been the main supplier (contract party) and the offshore cable laying has been performed by the applicants’ sub-supplier are accepted.

Quality assurance schemes and environmental management standards:

In the ESPD part IV.D, the Applicant must provide information about certificates and/or descriptions of standards concerning QA and HSE as well as prequalification test.

Minimum requirements concerning QHSE:

The applicant must have implemented a HSE management system in compliance with ISO 14001 and ISO 45001 (or other equivalent international standards as applicable).

Further, the applicant must have implemented a quality management system in compliance with ISO 9001:2015 (or other equivalent international standards as applicable).

Minimum requirements concerning Prequalification test:

The applicant must have cable system prequalification test(s) in accordance with either A or B stated below:

A:

The applicant must have successfully passed a prequalification test according to international stand-ards and documented by an independent certified approval authority for 525 kV HVDC cable systems according to CIGRÉ TB496 or CIGRÉ TB852.

or

B:

The applicant must have successfully passed a prequalification test according to international standards and documented by an independent certified approval authority for 320 kV HVDC cable systems and the applicant must provide documentation for planned and ongoing prequalification tests according to CIGRÉ TB 852 documented by an independent certified approval authority for 525 kV HVDC cable systems.

Precise information on deadline(s) for review procedures:

Complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, provided that the notification includes a short account of the relevant reasons for the decision.

Other complaints must be filed with The Complaints Board for Public Procurement within:

1. 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date);
