Title : Qualification: Patient signalling and alarm warning in Helse Sør-Øst for Sykehusparter HF
Description : There are currently a large number of systems for emergency alarms, patient signals and assault alarms in the hospitals. Most of the facilities are administered by the health company (the hospitals). Sykehuspartner HF manages some of the facilities. The systems are of varying ages and up to 25 years old installations and are based on older technology, components and warning units. The systems are currently delivered from Ascom, Best and Nesk. There is a great need for new modern hospital buildings in HSØ. Several hospitals are ongoing and new hospitals are planned for the next ten years. This includes several additions/expansions. In parallel there is a change of technology. The aim of the total extent in the notice for all sub-agreements is to establish one or several framework agreements that facilitate the procurement of standardised systems for emergency alarms, patient alarms and assault alarms that can support modernisation throughout HSØ. The aim is to standardise, regionalise and centralise as many ICT services as possible with the accompanying components in HSØ. The renewal will either take place in completely new hospital buildings or by upgrading/replacing in the existing hospital building.
Procedure identifier : 03db3664-e634-45bb-9f16-689ee8753c4e
Internal identifier : 2022/1370
Type of procedure : Competitive dialogue
Justification for the accelerated procedure :
Main features of the procedure : For a further description refer to the tender documentation for the three sub-contracts for which the notice applies: • Framework agreement for emergency alarms• Framework agreement for assault alarms• Framework agreement for patient alarmSpecially on estimated and maximum value: When a framework agreement is signed, the contracting authority must use the maximum value of all the contracts that he expects to enter into during the contract period, cf. the procurement regulations § 5-4 fifth paragraph. The value of any options shall be taken into account in the value of the framework agreement, including any options for extending the framework agreement. It is, thus, not sufficient that the contracting authority will only use a probable pattern of use. The contracting authority must use the highest likely value of all expected contracts/call-offs during the entire contract period. The contracting authority has, in accordance with the best ability, estimated volume intervals for the framework agreements sub-areas, based on the estimated call-offs for the entire region together. It is very difficult to estimate volume and there is, thus, a large gap in the interval. The contracting authority has no obligation to procure estimated volume. Framework agreement for emergency alarms - estimated volume for the framework agreement: NOK 125 million - NOK 250 million Framework agreement for overdue alarms - estimated volume for the framework agreement: NOK 125 million - NOK 250 million Framework agreement for patient warning- Estimated volume for the framework agreement: NOK 250 million – NOK 500 million.
