The building will focus on sustainability, including energy efficient systems and environmentally friendly materials. It shall also be equipped with advanced technology to support an efficient working day, including high speed internet, smart building technologies and security systems. BOP5 AS ("BOP") is a company that is 100% owned by Kristiansand Næringsselskap AS ("KNAS"). BOP5 owns the site and is the developer of the building in the project. An agreement has been signed between BOP5 and Sørlandet Sykehus Helseforetak ("SSHF") for parts of the building. SSHF is covered by the public procurement regulations, and BOP5 and SSHF have therefore chosen to announce the contract in accordance with the Public Procurement Regulations. BOP5 will be the contract party and point of contact with the chosen tenderer in the project.

Justification for the accelerated procedure :
Main features of the procedure : A building with an ambulance station and offices shall be established in Andreas Kjærs vei at Eg in Kristiansand. The project will be executed as a turnkey contract. The project shall contribute to strengthening the stand-by and efficiency of the ambulance service, while providing modern and flexible office premises for rent within, among other things, health related businesses. The building will focus on sustainability, including energy efficient systems and environmentally friendly materials. It shall also be equipped with advanced technology to support an efficient working day, including high speed internet, smart building technologies and security systems. The ambulance station itself will be established with a separate office part, a separate bedroom part that is assumed to be heavily sound insulated and screened for noise from the rest of the building, a living area with a living room and kitchen, and a garage part as well as a washing place, and with changing rooms almost possible connected to the garage. The rental areas in the combined ambulance station and the office building shall function as flexible office premises that can be adapted to the needs of different tenants. The areas for rent shall be adaptable to different types of entities. This can involve modular office systems that can easily be reorganised. The building is to be established on agricultural land in the area with ground consisting clay and sand and requires foundations by piling to rock.  It is planned to have five floors and a total area of approx. 5,200 m2 GFA. See below, however, on possible adjustments connected to the building. The turnkey contractor will be the responsible applicant for the initiative. See the other procurement documents, including part II the contract documentation and technical annexes etc., for a more detailed description of the procurement. Please note that the zoning work for the area/site is ongoing and that there may be a need for some adjustments in the basis as a result of this process. The provisional progress plan assumes that the framework application will be approved in the last part of March 2025. Tenderers can assume that this permission is available before the contract is signed and that the responsibility for the licence rests on the Contracting Authority. If delays arise connected to the permit which lead to a later start of the construction period, the construction period will still be maintained by the construction period being shifted equivalently. Tenderers can, in this case, also demand adjustments of remuneration for any documented costs in connection with delayed start-up. The ambulance station/areas that will be taken over by SSHF shall be completed first in the project. As a starting point, the exit from Egsveien shall be reserved for emergency traffic, while the exit from Andreas Kjærs vei shall be used as a personnel entrance. However, BOP5 and SSHF are in dialogue that the exit from Egsveien can also be used as personnel entrance during the construction period, in order to give suppliers more predictability as regards access and work at Andreas Kjærs vei. Further information on this will be given during the competition when the dialogue between BOP5 and SSHF has been clarified. The contracting authority would like to take into account that the completion of the ambulance station is currently the most critical in the project, while the tenant situation for the other part of the building is still unresolved. This means that the development need for the parts of the building that will not be taken over by SSHF has not yet been finalised. Based on this, the following adjustments may be made during the competition: The gross can be withdrawn or an option to withdraw, approx. 850 m2 gross from the building and/or establish this as a later construction stage. It may be necessary to extend the construction period for the part of the building that shall not be taken over by SSHF, including clarifying whether tenderers can offer a lower price if the construction period for this part of the building is extended. Any changes, adjustments or supplements connected to these conditions will be communicated as soon as possible during the competition. The contracting authority reserves the right to address these conditions during negotiations with the tenderers in any negotiation phase. If changes are made to the procurement documents, it will be possible to take this into account in the revised tenders.

'experience' means that the project has been completed, or which as a minimum has come out well in the construction phase. 'Turnkey contractor' means that the tenderer assumed responsibility for all or significant parts of the engineering design services and execution. The role of turnkey contractor in underlying links (total sub-contractor etc.) is included. Documentation requirement: The description is not limited to, but it shall contain information on: · The contracting authority for the assignment. · The scope and value of the assignment, including the project ́s size in m2 and the contract value. · Date of execution. If the delivery has not been completed, a description shall be given of how far the contract has come. · Contract form, including whether the assignment was for a turnkey contract. · The tenderer ́s central assignments in the assignment. · Sub-suppliers/sub-contractors, including sub-contractors and consultants. · Contact details of a reference person (name, telephone number and email).
