Description : Stavanger municipality intends to sign a contract with Stiftelsen Alternative to Violence (Org.nr. 974 406 381) for the operation of an overall treatment offer. The treatment offer applies for both people who have experienced violence in close relationships and for youth who are exercising violence (also in public spaces). Tenderers shall offer a suitable and suitable auxiliary offer for both groups. We have considered that only one supplier in the region has special competence in violence in close relationships and therapy offers for young violence agencies requested by the municipality and can provide the service to the required extent. The contract is subject to no market participants complaining about our intention notice after the 10 day appeals deadline has expired, a contract will be signed between Stiftelsen ATV and Stavanger municipality. Stavanger municipality thus finds that an intention notice-making can be published for a contract with Stiftelsen Alternative to Vold, cf. the Public Procurement Regulations. § 30-6. The treatment offer shall be in the centre of Stavanger municipality with good accessibility for public communication (trains, buses and boats). The centre shall have offices for employees and premises for users, group rooms for both adults and children and meeting rooms. The premises shall fulfil the current requirements for this type of business. Tenderers shall have good security routines for employees and for users. The users shall be able to make direct contact with the centre, and the tender shall be free of charge. The tenderer shall contribute to increased competence by giving advice and guidance within the municipality and facilitating multi-disciplinary cooperation with other involved agencies in difficult cases. Domestic violence: The agreement involves a general treatment offer for children, women and men living in the municipality who become, have become or witness violence in close relationships, including people with strains resulting from honorary related violence. The service also applies to persons in close relationships who engage violence with a partner and/or children. The aim of the contract is to establish a comprehensive treatment, assistance and support offer to vulnerable persons. Tenderers shall have knowledge based competence on family violence problems and both give individual consultation, follow-up, treatment and group offers to the users. The users of the service shall also be offered therapeutic treatment for processing and mastering trauma after violence experiences. The need for assistance can vary a lot from 1 hour consultation/advice and up to follow-up over a long period of time. Tenderers shall be easily available both by telephone and for personal attendance in their premises in the weekdays from 08:00 - 15:00. Furthermore, persons from the child welfare service and from the shelter shall have prioritised it. The service shall be organised as a low-threshold specialised treatment offer with employees of very high professional competence. The tenderer shall have employed psychologist specialists in a minimum full position with formal therapy competence and clinical special competence. Tenderers shall have connection to professional environments that are central to the development of new competence in family violence. The contract period is 2 years. Stavanger municipality shall also have an option to extend the contract for a further 1+1 years on verbatim terms. If we use all options, the expected value of the agreement after 4 years is estimated to approx. The Young Violence Scheme involves an overall treatment offer for adolescents with serious violence and aggression problems. The service applies to youths aged between 13 and 22 who have serious domestic violence problems. Serious violence problems means physical violence that has great potential to cause physical injury or hospital treatment, and/or create fear and uncertainty within the proximity of the topics or the local community. The treatment offer for these youths shall be organised as a 4 year project to, among other things, find out whether the offer is actually used and whether it is useful to the users. ATV's treatment offer is based on existing research and evidence of youth with violence problems and what can create changes in behaviour. For many years (1994 –2024), the tenderer has developed extensive competence in treating youths with violence problems. The tenderer is required to have a flexible offer, where the therapy can be adapted to the user group. A "tailor made" youth offer of this type sets requirements to the tenderer for cooperation and coordination with other bodies - such as police, correctional services, child protection, school etc. The offer is open to both young people who are sentenced to follow-up and for those who want this themselves. Various service providers in the municipality can communicate contact between youth and ATV. ATVs shall be arena flexible and easily accessible, both by telephone and for personal meetings in the premises in the day and afternoons. The service shall be organised as a specialised treatment offer with employees of high professional competence. Tenderers shall establish a dedicated psychology team for two employees in entire positions who shall only work with this target group. The employees shall have formal therapy competence and special clinical competence, of which one is a psychologist specialist. The contract period is two years. Stavanger municipality shall also have an option to extend the contract for a further 1+1 years on verbatim terms. If we use all options, the expected value of the contract after 4 years is estimated to approx. NOK 11.2 million. Financing will be assessed in the processing of the action and financial plan for 2025 in December 2024.
