The contracting authority would like assistance in recruiting for roles, such as:

Managers level 2 (director level) and below, journalists and editorial positions, professionals in various administrative areas, professionals in the product and technology area (developers, system specialists, etc.).

The contracting authority would like assistance within the following areas:

- Assistance with the design of job analyses

- Creation of notice texts and announcement of positions

- Promotion of positions in relevant channels

- Research in the candidate market

- Motivating relevant candidates to apply until the application deadline

- Conducting initial dialogues with relevant candidates

- Administrative management of the process, screening of applications, communication with candidates NRK will assist in assessing applications and justifications for candidates who want to be exempt from public access to applicant lists (cf. the Freedom of Information Act)

- Conducting interviews, tests and any other methods in order to select the final candidate

- Designing a holistic recruitment process with a focus ranging from interview techniques to tests of ability and personality, professional quality assurance for team composition, and recruitment of teams from a holistic perspective. A need for assistance may include the entire process from A to Z, or parts of the areas above.

Tax, employer contribution and VAT

Tenderers must have their affairs in order with regard to the payment of tax, employer contribution and VAT. Documentation requirement: Tax certificate, not older than 6 months. http://www.kemnerkontoret.oslo.kommune.no/skatteattest

Company registration certificate

Qualification requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation requirement: Company Registration Certificate from the Brønnøysund Register.

List and brief description of selection criteria:

The tenderer's economic and financial capacity

Qualification requirement: Tenderers must have sufficient economic and financial capacity to fulfil the delivery obligations. Documentation requirement:

Credit assessment based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service. This evaluation must not be more than three months old from the application deadline, and must be based on the last approved accounts and give information about credit worthiness and the degree of bankruptcy risk (bankruptcy prediction). If the tenderer has justifiable reasons to not present the documentation that the contracting authority requires, a guarantee from a parent company can be presented fulfilling relevant qualification requirements, or other alternative documentation in the form of a statement from the auditor or finance institution that is satisfactory in order to fulfil the documentation requirement.

Technical and professional qualifications

Qualification requirement: Tenderers must have extremely good professional and consultancy competence related to the services and assignments included in the procurement, as well as the staff client/competence teams that will be available to NRK in connection with this.

NRK is the country's largest media organisation and is also a significant technology company. Relevant means experience from clients with similar complexity within one or more of the described roles of personnel, and one or more of the described areas as mentioned in point 1.3.

Documentation requirement: A description must be provided of the most important relevant deliveries in the last three (3) years connected to equivalent projects as those covered by the procurement, cf. 1.3. We request a minimum of three (3) to a maximum of five (5) references in total for the individual tenderers.

The references must, as a minimum, be described with the following information:

Name of the organisation. A brief description of the assignment, role/professional area and description of the end result/goal achievement.

What role/responsibility the tenderer had during the assignment. Volume. Date and duration. The organisation's contact person for the assignment.

References may be contacted and inspected.
