2.1.4 General information

Additional information : Substantiation for award decision After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding: • Award criteria 2 (Understanding of the mandate): o Approach toward core services (AC 2,3): Well laid out, with focus on community management and making the most of the available standard tools. Clear definition of roles, clear separation of work, clear allocation of time. Synergies within the consortium ensured, joint learning and cross-referencing between all platform environments. o Flexibility (AC 2,2): Flexibility in the whole setup (job-sharing), that can react quickly to changes in workload; smooth, efficient collaboration. The financial offer also proposes that it could be adjusted (within the total price) on the basis of the experience of the first two years. There is a clear expected reduction of tasks throughout the mandate’s implementation, which as well has been calculated. The advantages of a consortium and of companies standing behind the bids are well leveraged. o Scope and mainly the limitation of the mandate (AC 2,1 and AC 2,6): particularly the use of tools and training materials within already available ones (not going out of FDFA current infrastructure as per FDFA Directive 321-0 nor inventing plenty of “new” tools/materials requiring each time FDFA IT approval). Hence, smooth and unbureaucratic management. Useful estimate of use of Power-BI. • Award criteria 3 (Financial offer): its lowest financial offer (without VAT). By its disaggregation per year, the financial offer shows well the overall decrease in time.
