Title : Invitation to participate, High-Risk Environment Training
Description : High-Risk Environment Training service for a European Ministry of Foreign Affairs (MFA) of Finland (hereinafter also "the Client"). The service should include a range of subjects such as personnel security, situational awareness, conflict avoidance and management, routine / non-routine journey planning, reaction to incidents, emergency communication, navigation, mines awareness, working with security teams, medical training and kidnap avoidance. The training service should be course form and method of the course should include classroom based theoretical sessions followed by practical exercises that covered lessons learned. The controlled practical scenarios should be designed to replicate the operating environment and risks the attendees may experience when deployed. After the course each attendee should have an improved level of understanding on the threats associated with operating in high-risk regions, how to best prepare for deployment and a good understanding of the measures they could employ to reduce their risk exposure. In addition to the training service, the service provider must also provide food and accommodation services to the Customer's personnel participating in the course. In addition, the Service Provider shall provide any airport transfers to and from the Service Provider's Training Centre after the course, taking into account the flight schedules of the Subscriber. In addition, the candidate may offer the following services as an optional (the price does not affect the comparison of applications): The provision of the corresponding training package (including training, food, accommodation, airport transfers) as defined in the call for participation and its annexes at a permanent Training Centre in a third country. A permanent Training Centre means the same as described in this request for participation and its annexes. The Service requirements and other specifications are described more detail in the procurement material. The Client selects one (1) Supplier and signs the framework agreement with that Supplier. The contract period starts from signing the framework agreement and is valid until further notice. The maximum value for the fees of the contract is 500 000 euros (VAT excluded).
