Title : Intention notice: Portable ultra-low field MR for Helse Stavanger HF
Description : Sykehusinnkjøp HF intends, on behalf of Helse Stavanger HF, to enter into a procurement agreement with Lioness Medtech AB for the procurement of 1 portable ultra-low field MR type Swoop Portable MR Imaging System produced by Hyperfine, Inc. The delivery shall include necessary software, hardware, patient positioning system, user training and technical review. The contract shall also include an option for the procurement of service at different levels, service course, accessories and software updates. It is stated in the public procurement regulations § 13-4 first section letter b no. 2 that the contracting authority can conduct a procurement without a competition if the procurement concerns services that only a specific supplier can deliver because competition is impossible for technical reasons. The MR machine will be used for imaging of the brain. It is desirable to examine the entire brain (including the posterior cranial fossa) without moving the patient or changing coils during the examination. The MR machine must be robust in execution and tolerate placement in a clinical hospital ward. The system must be usable by ward nurses and it must be easy to use. The following minimum requirements are set for the equipment to be acquired: The MR machine must be portable and easy to maneuver between the hospital departments and it must be able to be transported in the hospital ́s bed lifts with a weight limit of 1000 kg. The dimensions of the MR machine must allow the machine to pass through normal doorways to hospital departments in everyday use. The MR system must offer diffusion weighted sequences that offer calculated ADC maps (computed ADC maps), T2-weighted, T1 weighted and FLAIR sequences. The images must be easily and quickly transferred to Stavanger University Hospital ́s digital picture archive and communication system (SECTRA PACS). The contracting authority knows only one supplier in the market who can fullfil these absolute minimum requirements for the equipment. This is also supported by completed market surveys, including a market survey posted on TED https://ted.europa.eu/en/notice/-/detail/360575-2024 , where suppliers of portable ultra-low field MR imaging systems were asked to sign up. Based on this, a competition cannot be arranged for the delivery of the equipment that shall be procured. This is due to technical reasons. The terms for the procurement without competition according to the public procurement regulations § 13-4 first section, letter b no. 2 are therefore fulfilled.
