Description : The European Peace Facility (the ‘EPF), set up by Decision of the Council of the European Union (CFSP) 2021/509, represented by the European Commission, Service for Foreign Policy Instruments, in its capacity as administrator for assistance measures, is planning to award framework contract(s) resulting from the present procurement procedure in order to procure non-lethal equipment for partner armed forces supported by the EPF. The procurement is divided in 5 lots: Military Medical Treatment Facilities (lot 1); Vehicles (lot 2) ; Combat Dress, Gear and Accessories (lot 3), Personal Protective Equipment (lot 4); Night Vision Devices (lot 5). Procurement under these contracts shall include delivery at the beneficiary partner armed forces’ location and may include training and installation services. The overall procurement shall be financed by the EPF, as regulated by Council Decision (CFSP)2021/509 and the EPF Implementing Rules (doc. ST 15767/22).

Additional information : 1) Disclaimer: The contracting authority reserves the right to modify the maximum value of a lot during the execution of the framework contract due to unforeseen circumstances duly justified (including for example a new Assistance Measure established by the Council) affecting the volume of the supplies to be delivered. The ceiling may be increased by up to 50% of the initial maximum ceiling for that lot. Any such increase will be based on objective market conditions and operational needs. 2) In this Section, references to the document A5f "Additional information about the Contract Notice" shall be construed as referring to the document A-P1 “Tender Specifications- Part 1 : Administrative Specifications.”For any additional information, please refer to the document A5f "Additional information about the Contract Notice".
