NOK 25-50 million per annum for Fredrikstad and approx. NOK 8-12 million per annum for Hvaler. Future turnover is largely regulated by political decisions and budget limits.

Main features of the procedure : The contracting authority invites tenderers to a competition for parallel framework agreements for excavation services. The framework agreements shall cover the contracting authority ́s need for excavation work, transport of matter and transport beyond what is covered by self-management. The contracts shall also include stone installation services mainly in connection with settlement damage, excavation works, water damage etc. This includes all types of stone coverings (slabs, edging stones and cobbles), walls (cast and natural stone), grouting. The framework agreements require comprehensive machinery, water and sewage plumbing competence, site gardeners, as well as a plumbing service vehicle with a hand-held tool for work on the municipal pipeline network. The work shall be carried out in accordance with the contracting authority ́s water and sewage norm and road normSe www.va-norm.no and Veinorm - Fredrikstad municipality Framework agreements are to be used to the greatest degree by the activities water and sewage, as well as business roads. Property management, housing management and park entities also regularly use the contracts. All of the Contracting Authority's entities shall be able to use the framework agreements. The framework agreement will cover several types of call-offs: Minor works with an estimated value under NOK 400,000 excluding VAT (call-off type 1) These are assignments that are mainly carried out during the day and that will be planned assignments. Work based on used time. Call-off type 1 will be call-offs according to the method of surging. Tenderers who are ranked as number 1 will be asked first, if the tenderer ranked as number 1 answers no, the tenderer will be asked to rank number 2 if the tenderer ranked as number 2 will answer no, the tenderer will be ranked 3.2. Rush assignments (call-off type 2) The contract shall cover the contracting authority ́s need when there are breaches of water and/or sewage pipelines. There are response time requirements. Rush assignments shall be fulfilled 24 hours a day, including weekends and bank holidays. The assignments will be covered by elapsed time. Call-offs type 2 (urgent assignments) will be divided between the parallel framework agreement suppliers by a fixed "rota scheme". This means that a tenderer has a "duty week" and all call-offs type 2 are awarded the week they have a duty week. The weeks will be divided between the number of awarded tenderers (see annex 7 call-off type 2). 3. Mini competitions (call-off type 3) For planned assignments with an estimated value of more than NOK 400,000 excluding VAT, mini-competitions will be held between the parallel tenderers. The mini contest will generally be based on a drawing/description and description of the mass. An example of a mini competition that is estimated each year for Fredrikstad municipality is the assignment for driving sand and salt for the winter season (October-April). See the framework agreement point 6.1 for detailed information on call-off mechanisms.
