Justification for the accelerated procedure : There is a particular urgently to fast track some additional bed capacity provision at University Hospital Limerick (UHL). Data shows that by comparison with other Model 4 Hospitals, UHL has a somewhat higher number of Emergency Department (ED) presentations but more significantly a higher percentage of admissions and the hospital has a very significant bed capacity deficit. The recent Clarke Report (Independent Investigation University Hospital Limerick) has identified overcrowding as a significant contributory factor to patient safety issues at the hospital and identifies the significant number of admitted patients still present on trolleys in the ED due to a lack of sufficient inpatient bed capacity as a contributory factor. It is considered that there is a real urgency to provide further additional bed capacity. An opportunity exists to provide an additional 16 inpatients beds at the hospital in the short term. This requires a fit out contract which it is felt could be delivered over 4 to 5 months. It is considered that the need for these beds is sufficiently urgent and the patient safety benefits are of sufficient significance to justify the use of the accelerated restricted procedure (as set out in Section 28(5) of the Regulations) in this instance. The reduced timeframes will result in the earlier availability of these 16 beds for use by patients with significant patient safety benefits arising.
