Dynamic purchasing system for halls and barracks
This is a dynamic purchasing system (DPS). The contracting authority is the Norwegian Defence Materiel Agency [Forsvarsmateriell (FMA)].
The contracting authority needs to periodically set up semi-permanent and temporary storage halls or office barracks in connection with major procurements or when disposing of phased-out equipment. FMA would like to establish a "pool" of suppliers who are able to deliver all or part of the range within the halls/barracks segment. Therefore, the contracting authority uses a dynamic purchasing system so that specific emerging needs can be covered by holding contests among the tenderers who are qualified in the dynamic purchasing system.
The following product groups are included in the DPS scheme:
office barracks, office containers, hot plastic warehouse, cold plastic warehouse and hot element warehouse.
The location of the deliveries will be the bases belonging to the Norwegian Armed Forces in Norway
The contracting authority, the Norwegian Defence Materiel Agency [Forsvarsmateriell (FMA)], needs to periodically set up semi-permanent and temporary storage halls or office barracks in connection with major procurements or when disposing of phased-out equipment. FMA's need for halls mainly concerns halls from 300 - 5000 square metres, both insulated/heated and cold halls.
FMA would like to promote reuse and a circular economy, and will also encourage tenderers to offer gently used halls/barracks in many of our procurements. We encourage all tenderers who can cover parts of the product groups office barracks, office containers, hot plastic storage halls, cold plastic storage halls and hot storage halls made of sandwich elements to apply for approval as a tenderer in the dynamic purchasing system.
The detailed specifications may vary significantly depending on the specific needs in each case (contests under the scheme). The specifications will be communicated to the participants in the mini-contests that will be organised in each case. The first mini-contest will be held immediately after the initial 30 days of this call for tenders for those tenderers that are approved at that time.
The following product groups are covered by the DPS scheme: office barracks, office containers, hot plastic storage halls, cold plastic storage halls and hot storage halls made of elements.

There are no requirements for economic and financial capacity
Tenderers must have sufficient experience from similar types of assignments.
