Description : As part of daa’s commitment to our neighbours, it is proposed under a draft regulatory decision to deliver insulation measures to an estimated 400 homes, located around Dublin Airport. This scheme as outlined would offer insulation measures to bedrooms only. The measures will be delivered as outlined in a Statement of Need that will be produced for each property by the acoustic consultant. The following measures will be considered: a) Primary Acoustic Glazing; b) Secondary Acoustic Glazing; c) Glazing Roof Light; d) Passive Ventilator; e) Mechanical Ventilator; f) Loft Insulation; g) Ceiling Overboarding. The daa have committed to delivering works equivalent to a maximum grant amount of €20,000 to each eligible home, and this will be delivered as sound insulation to property owners that decide to opt into the scheme. Each property will require a different level of insulation based on the current fabric of the building, and hence may not require the full grant value.

2.1.4 General information

Additional information : To deliver this project, the Contracting Authority, plans to procure this project by way of a framework of up to three (3) Contractors and are planning to issue a Request for Information (RFI) to the market. Following a shortlisting of Applicants, an invite will be issued to a number of Applicants to a Request for Tender (RFT) stage with the objective of appointing three (3) suitably qualified and experienced contractors to undertake the Residential Sound Insulation Grant Scheme (RSIGS). To assist the Contracting Authority in delivering this project, a market engagement briefing session will be held at the Dublin Airport on the 21st of November 2024. Interested companies may attend but must pre-register by emailing Mr. Paulo Iria at paulo.iria.cw@dublinairport.com and will be provided with location and timing details by return. This briefing session is for contractors with relevant previous experience delivering such schemes for Local County Councils, SEAI or other State/Semi State bodies. Previous experience in a noise insulation scheme would be advantageous. Note: the briefing will be conducted in-person or online based on the number of interested parties. The purpose of the market engagement briefing is to present the project to the market, explain the objectives and scope of the project, detail the challenges of the project, present a high-level programme and to obtain feedback from the market, which may be used by the Contracting Authority in developing the procurement process for this project. The briefing will be provided by the Contracting Authority’s Infrastructure and Procurement Teams. The details of the scheme are subject to change based on the outcome of the draft regulatory decision.
