Description : Since 2004, the Commission has produced the EU Industrial R&D Investment Scoreboards to analyse corporate R&D investment data and the positioning of EU-based companies compared to their global peers. The publication of the Scoreboard in December each year intends to raise awareness of the importance of R&D for businesses and to encourage firms to disclose information about their R&D investments and other intangible assets, provide economic analyses and inspire policy recommendations for Europe. The data for the Scoreboard come from companies’ publicly available audited accounts. The main objective of this framework contract is data collection and validation for the EU Industrial R&D Investment Scoreboards 2025-28. The work shall be organised in annual cycles with regard to publication of the report each December. The approach is that, based on data provided by the Commission, the financial reports of up to 4000 firms shall be retrieved and several indicators should be gathered and validated for eligibility and accuracy. Moreover, this work involves cross-checking the data to establish a coherent and comprehensive final dataset, including occasional additional verifications after publication of the data in the Scoreboard report.
