5.1.10 Award criteria

Description : The contracting authority procures curtains and internal sun screening of many different types and models. Therefore, for price evaluation we have chosen to request a smaller selection of well-known brands in order to reflect a picture of the suppliers' price level. The product range stated on the price form is only a guideline and is not binding for the contracting authority. The mark-up of the product category as requested in the table at the top of annex 1 - Tender Form shall be given. The offered products and services in this agreement shall always cover the minimum requirements stated in Mercell. The seizure applies for call-offs under NOK 500,000 excluding VAT. The mark-up stated in the table is firm and binding in the contract period. The contracting authority will not accept any fees, in the form of invoice fees, environmental fees, administration fees etc. Procurement and delivery of products as well as freight/driving for assembly shall be included (freely delivered DDP). Furthermore, all duties or fees must be taken into account and calculated in the seizure. Only the hourly rate for the assembly to come can be priced in addition, this has a separate product line in the tender form. Tenderers shall fill in their purchasing prices excluding VAT for the products in Annex 1 tender form, column G, as well as mark-up percentage in column H. The mark-up in column H shall be the same as that stated in the table at the top of the tender form for the product category that the product line belongs to. The price shall be stated in NOK excluding VAT. Purchase price and mark-up percentage are defined as follows: Goods cost deducted from Norwegian/foreign VAT and any discounts, then added freight, customs, packaging, taxes, duties, fees, and other cost elements that are incurred until the item is in stock. The mark-up percentage shall include all other cost elements associated with fulfilment of the contract, including storage/goods handling, sewing work, delivery/freight, return of packaging, invoicing etc., as well as the tenderer's profits. It is not possible to offer negative mark-up percentages. The tenderer ́s necessary expenses, including parking, toll passes and tools etc. in connection with the contract. Equivalently, the tenderer ́s expenses for participation in meetings and site inspections that are necessary to carry out the contract apply, unless otherwise agreed. The mark-up percentage stated in the table at the top of the tender form is binding and it shall be fixed for the entire contract period. The mark-up percentage for the product categories shall apply for the entire assortment and for all the manufacturers that the tenderer has in their portfolio.
