Description : The National Commissioner of Icelandic Police and Isavia ohf., operator of Keflavík International Airport, intend to extend the current Framework Agreement for Border Management Systems. This agreement was originally tendered in 2020 and awarded to IDEMIA Identity & Security France SAS. The proposed extension is for 3 years, with an estimated value of 2 050 000 EUR and a maximum value of 2 500 000 EUR. This extension is based on Article 90(1)(c) of Act No. 120/2016 on Public Procurement, which implements Article 72(1)(c) of Directive 2014/24/EU. The estimated and maximum values specified in this notice pertain solely to the extension period and are separate from the estimated and maximum values of the originally tendered framework agreement. The extension is necessitated by unforeseen circumstances, specifically the repeated delays in implementing the Entry/Exit System in the Schengen area. The delays of the implementation are caused by factors outside the buyers' control and are well beyond what could have been foreseen at the time of the original tender. This extension aims to cover a reasonable period of system operation as originally intended, including potential necessary additions in the leadup to and following full implementation. The proposed modification remains within the 50% limit of permitted contract modifications. Description : In 2020, the National Commissioner of the Icelandic Police and Isavia ohf. entered into a contract with a supplier for the supply, operation, and maintenance of a border management solution to comply with new regulations regarding entry and exit for third-country nationals. The procured system was designed to be fully compliant with Regulation (EU) 2016/399 (Schengen Borders Code). The contract was established with a single supplier to collaboratively develop a future-proof solution for border control and to meet the requirements of the new regulation concerning third-country nationals. As Keflavík Airport represents the largest border entry point in Iceland, the procurement included both hardware and software equipment, as well as associated services, to ensure full regulatory compliance.This comprehensive approach aimed to create an integrated and efficient border management system capable of adapting to evolving regulatory requirements and technological advancements in border control procedures. The estimated value of the original framework agreement was EUR 5 000 000 (2019 basis). The framework agreement was ultimately awarded at a tendered value of EUR 4 246 351 (2020 basis) and signed on the 18th of November 2020. The framework agreement will be extended for an additional three years.
