The transition from the existing systems to advanced, cutting-edge technology must minimize disruptions to service and the successful execution and anticipated outcomes of the 3xR Project are critical for maintaining the high quality and reliability of the M1M2 metro system. To achieve these objectives, the consultancy services sought must bring specific expertise across five key areas: 1. Project Management: Capability to maintain alignment with strategic and operational priorities ensuring project milestones are met and stakeholders are fully engaged. 2. Railway Signalling and Control Systems: Expertise in design and implementation of brownfield projects upgrading to Communication-Based Train Control (CBTC) systems, with a focus on risk management and seamless integration within a live operational environment. 3. Rolling Stock: Proficiency in the entire lifecycle management of rolling stock from the design phase through to testing and operational integration, ensuring new trains meet all specifications for safety and comfort. 4. Systems Engineering and Integration: Design and implementation experience in overseeing and integrating complex technical specifications across subsystems and interfacing systems, vital to bolstering overall system functionality and reliability. 5. Financial analysis and commercial strategy: Competencies include conducting initial scenario analysis and cross disciplinary options evaluation based on financial modeling from a lifecycle perspective, identifying opportunities and risks, facilitating strategic decision-making, and providing insights to support sustainable business growth and transformation. Description : References to document the Technical and Professional Capacity The tenderer must submit the following information in the ESPD: The tenderer must submit a maximum of four (4) references showing the tenderer´s experiences with similar deliveries as the procured contract within the last ten (10) years, and one (1) of the references must be ongoing or maximum four (4) years old. The ten (10) years are chosen, as it is assessed that fewer years will limit the competition, since similar projects often run for ten (10) years or more. The ten (10) years are calculated from completion date of the project (considered when the new signalling system enters in operation) to the date for publication of the contract notice (06.11.2024). With "similar" Metroselskabet understands delivery of consultancy services within design, development, deployment and test of signalling and rolling stock systems, preferable brownfield migration towards GoA4 CBTC, as well as development of contract requirements and tendering, as the type requested in the tender documents, and of a similar or larger economic size c.f. contract notice section 2.1 and 5.1. The references must submit the following information in the ESPD section C: - Description of the project including the consulting service that the consultant was responsible for in the different phases of the project. - The date for start of the project (date when the consultancy contract is awarded), - The date for completion of the project (date when the new signalling system enters in operation), - The date of closure of the project (date when the consultancy contract is closed), - The economic size of the contract (in DKK). - The name and contact information for the client.
