HI would like to review and strengthen the institute's financial management processes, including resource allocations, as well as a review of the system portfolio of economic systems for the purpose of making it more efficient and easier. The Norwegian Institute of Marine Research needs to improve its financial management model to ensure more efficient use of resources throughout the entire organisation. There is a need for more accurate and modern reporting that provides a basis for better planning and better management of the institute ́s resources. We would also like a clearer connection/reconciliation between the business accounts and the cash accounts. Our use of grants is reported in accordance with the cash principle.

Main features of the procedure : The main aim of the project is to prepare a report recommending an improved financial management model for the Norwegian Institute of Marine Research. A recommended financial model that reflects the institute's complex activities and specific needs. A model that will facilitate correct and updated control information. This includes revision and recommendations for optimisation of existing processes within; planning/budgeting resource management project management reporting of results and the forecast system portfolio and management informationIt is emphasised that we should not replace the accounting and payroll system, where the platforms are Unit4 and SAP, provided by DFØ. However, we envisage a major need for a thorough review of our remaining systems and to identify any requirements for upgrades or replacements. We would also like to develop closer integration within/between the economic and administrative systems, so that double registrations and unnecessary work processes disappear. The Norwegian Institute of Marine Research is matrix organised. The matrix contains nine thematic research and consultancy programmes and 22 research groups. It is in the matrix the research and advice carried out. The current finance model is a project model where all research and consultancy activities are carried out in projects under the different programmes. The following-up of the project will be carried out in a separate project management system. The projects are charged for resources from the line structure via category prices and direct costs. Havforskningsinstituttet er kunde av Direktoratet for forvaltning og økonomistyring (DFØ) in accounting services (delservise) og lønn (basis). DFØ uses Unit4 and SAP as their system portfolio. In addition we use Maconomy project management tool, which we partly have integrations with in Unit4. Maconomy also obtains data from the institute's own mission system, as well as hourly capture and costs from laboratory operations. Some physical presence at the institute must be expected in order to have sufficient insight into these systems. We have a project portfolio of approx. 1,000 research projects. The institute ́s budget is 1.8 billion and we are approx. 1,100 employees.
