Justification for direct award : The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification : It is considered that it is appropriate to carry out a direct procurement based on the following technical and practical considerations: • Technical limitations: Sensors can only communicate with connectors from the same supplier. A transition to another supplier will require installation of new base units, resulting in increased costs, being time consuming, and complicating the end-user infrastructure. • Simplified installation: When we use sensors from the same supplier, it is only necessary to place the sensors out. These will automatically connect to the existing connectors, which provide seamless integration. A new supplier will require new base units, which involve a more comprehensive installation process and higher resource use, and this incurs large replacement costs due to the total effect of new infrastructure, operations and training. • Minimal need for training and adjustment: The existing equipment does not require any new training, as the department has already established routines for the operation, maintenance and calibration of the current system. Introducing a new supplier will lead to changed procedures and additional work for an already pressed workforce, which can affect patient treatment. • Operational stability: By staying with the same supplier, we avoid the risk of frequency interruptions. Wireless communication between different systems at the same frequency in limited areas can cause operational disruptions, which can have unfortunate consequences for daily operations. We suggest that we, based on § 13-4, point b-2, can make a direct procurement for areas with existing infrastructure, which already have connector coverage. For areas without existing infrastructure, we would like to announce a competition.
