Justification for the accelerated procedure :
Main features of the procedure : The tender contest is initiated with a qualification phase. All interested suppliers can submit a request for participation in the competition. To the extent that there are a sufficient number of qualified tenderers, the contracting authority will select a minimum of three tenderers to submit tender offers in accordance with the selection criteria in point 5 of the tender documentation. The contracting authority will as soon as possible give tenderers who will not be chosen to submit a written notification of the selection. The notification will contain a short justification. After the tender has been submitted, negotiations can be held. The contracting authority reserves the right, however, to award the framework agreement without negotiations, cf. the procurement regulations § 23-7 (5). The negotiations can apply for all sides of the tender. The negotiations can be held in several phases. If the negotiations are carried out in several phases, a reduction of tenders can be made on the basis of the award criteria. The contracting authority will conclude the negotiations by setting a joint deadline for receipt of the final tenders from the remaining tenderers.
