Description : As a result of the planned further extension of the Bergen Light Rail, as well as an upcoming need to upgrade the existing rolling stock, the Bergen Light Rail Project is working on the specification of new rolling stock. The work of establishing the technical specification for the vehicle procurement has just started and is expected to be finalized early 2026 enabling the start of procurement in 2027. The delivery of new vehicles shall occur in several stages including vehicles for the network extensions and the replacement of the existing fleet. It is an overarching goal of the Bergen Light Rail Project that the new rolling stock generation including their maintenance of the light rail system is put out to tender in a way that is attractive to the market. As part of the development of the procurement strategy, the Bergen Light Rail Project invites light rail rolling stock manufacturers to supplier dialogues in Bergen. In order to consciously choose the most suitable new vehicle generation for Bergen, the first step is to get in touch with the vehicle industry within a supplier dialogue in Bergen. Here we would like to carry out an initial check against their current and future technical state of modern vehicle concepts in the market of all suitable suppliers. Participation is intended to be purely informal as a market survey and is not part of a formal future procurement procedure. The purpose of the dialogue is to collect general market information, which can be used for a possible determination of planning parameters of the upcoming rolling stock tender, as well as the conceptual organizational set-up of the subsequent vehicle maintenance, and to reflect the current state of the art or market standards or innovations. The event will take place in Bergen, at Vestland County municipality’s locations at Lars Hilles gate 22 in Week 10 (03.-07.03.25). Representatives from the Bergen Light Rail Project – Vestland county municipality and Rambøll, who are commissioned as technical consultant for the project, will be facilitating and attending the market activities. There are daily 3-hour blocks of appointments per manufacturing company. If these proposed dates are not feasible for selected manufacturers, alternative dates can be arranged individually. Block 1 will take place from 09:00 - 12:00. Block 2 will take place from 14:00 to 17:00 h. Monday 3.7.25 we will start at 14.00 h and Friday 7.3.25 we will end at 12.00 h. A detailed agenda will be sent about 3-4 weeks in advance to all suppliers who are registering for the dialogue in advance. The supplier dialogues are confidential, but Bergen Light Rail Project reserves the right to use the information provided by the suppliers for further work. No conclusions will be drawn in the talks. The Bergen Light Rail Project assumes that all potential suppliers interested (within the scope of possibilities) will participate in the industry dialogue. Evaluation and selection criteria will not be discussed. As the prequalification/selection criteria for the future procurement are not set yet, participation in the supplier dialogue does not guarantee qualification for the final procurement process. If needed, the Bergen Light Rail Project will select which of the applicants shall be invited to the dialogue. When selecting the participants for the supplier dialogue, care is taken to ensure that the combination of participants is representative of the expected bidders in terms of a) number and b) competences. The discussions are aimed at bidders who have already gained experience as a main vehicle supplier of comparable size. In order for the Bergen Light Rail Project to be able to plan the dialogue and if needed make a selection from the applications for participation, the applications must include a brief description of the company, the main economic key figures of the company and the references as the main vehicle supplier or system manufacturer. Applications for participation in the supplier dialogue must be sent to Ole Wilhelm Mortensen ( Ole.Wilhelm.Mortensen@vlfk.no ) the latest by 20.02.2025, stating at least three possible time blocks of participation. The selection and appointment allocation will probably be carried out by the Bergen Light Rail Project the latest by 21.02.2025 and the information will be sent to the applicants.
