Other justification : Short description, Helse VEST IKT AS signed a contract with ASCOM AS 26.01.21 and BEST Teleprodukter AS 20.01.21 on the following area: Notification and alarm platform, the existing system ASCOM Norway AS: The regional framework agreement with Ascom is for the procurement of equipment as well as an expansion of the existing message and alarm platform. The message and alarm platform means personal searches, assault alarms, patient signals, IP and DECT communication, as well as the accompanying applications. The systems are included in the Services Emergency Notification and Patient Notification. As of 26.01.21, the message and alarm platform for Ascom was in use at more than 50 locations and at all the health companies in Helse Vest BEST Teleprodukter AS: The framework agreement with Best applies to the procurement of maintenance services and equipment as well as the expansion of the existing message and alarm platform. The message and alarm platform means personal searches, assault alarms, patient signals, as well as accompanying applications. The systems are included in the Services Emergency Notification and Patient Notification. As of 20.01.21, the message and alarm platform for Best was in use at more than 26 locations and at all the health companies in Helse Vest Anskaffelsen ́s total value (estimated) Planned activities going forward in 2025. The contract extension will be announced with a contract value of the following: Ascom AS: NOK 5 million excluding VAT, Best Tele products. 2.5 million NOK excluding VAT Description of the procurement The agreements for the existing installations shall be used on the following occasions: • When facilities already exist in the building or adjoining buildings • When it is appropriate for personnel in the building to have a corresponding system as surrounding buildings • When there is a renewal of a facility where one can connect or reuse the existing installations If the contract for the existing installations as mentioned in the above points is not used, will a transition to another supplier/facility require new installation of new installations/infrastructure. This results in high replacement costs and complicating the infrastructure, which in turn can affect final users and patient safety. Based on the existing infrastructure in the buildings/installations, intention notices are being carried out on a direct procurement of a contract extension pursuant to PPR § 13-4, point b-2.
