Other justification : For many years the Commission has been contracting UNEP-WCMC under negotiated procedure based on technical monopoly criteria. The monopoly situation concerns the collection and management of wildlife trade data under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), a multilateral environmental agreement supported by UNEP and it was established that no other entity could provide this very specific type of service, due to the unique scientific knowledge of the UNEP-WCMC, the current contractor. UNEP-WCMC possesses all specific technical expertise to provide the support needed, holds databases on species covered by the Wildlife trade regulations, and has a very good performance in the execution of the tasks and services needed appreciated by the European Commission and EU Member States which justify the use of a negotiated procedure without prior publication.
