Description

In July 2020, the Irish Prison Service (as an executive office of the Department of Justice) awarded a contract for Bespoke Facilities Management Hard Services to LMC Energy Solutions trading as FM Group Ltd following a formal OJEU Open Procurement procedure. For reference, the OJEU Notice Number is 477650 of 2018 (dated 30th October 2018). The contract start date was 20th July 2020, for a potential duration of seven (7) years and the total contract value was for an estimated amount of €71,000,000. Further to contract commencement on 20th July 2020, the above named awarding body has had several events arising over the last few years which were unforeseen and unanticipated (ie); First – increased demands given the significant and rapid increase in prisoner numbers particularly since 2022. Second – increased demand for services to preserve lives and health and safety of staff and prisoners due to the impact of the Corona Virus/COVID. Third - the occurrence of very severe storms during 2024 that caused severe and serious damage to infrastructure that provided drug incursion prevention that required an urgent and immediate response. Fourth – substantial inflation in the industry and related supply chain due to the post COVID economy and due to the advent of the War in Ukraine. These four factors mean that the previous estimated value of €71,000,000 no longer applies to the contract. Therefore, a contract modification) has been made.
