Title : Procurement of follow-up services in housing for persons over the age of 18.
Description : The Norwegian Welfare Administration shall procure framework agreements for follow-up services in housing for persons over 18 years. The service is pursuant to the Act on municipal health and welfare services etc. no. 30 of 24.06.2011 § 3-2 nos. 5 and 6. The paramount aim of the service is to provide facilitated follow-up that helps persons master their living conditions and can live safely and well in their own home. The service shall provide uniform follow-up that promotes the users' experience of self-mastering, safety and good quality of life in their own home. The service shall include follow-up in all areas that are significant for the users ́ living conditions and that promote stability, mastery and self-care. The service shall be provided to users who rent a residence by the service provider. The residences shall be connected to a personnel base. A follow-up service agreement will be signed between the tenderer and district, whilst the rent contract will be signed between the tenderer and the user in accordance with the Tenancy Act. The service shall be staffed on day, evening and weekend/public holiday. It is not a 24 hour staff service, but measures shall be established that ensure safety at night.

Main features of the procedure : The competition will be held in accordance with the Act of 17 June 2016 no. 73 on public procurements and the public procurement regulations of 12 August 2016 no. 974 part IV, as well as the provisions stated in this tender documentation. The competition will be held as an open tender contest. All interested tenderers can submit tenders for this type of procedure. The tender documentation ́s qualification requirements and award criteria shall be answered simultaneously. Negotiations will be held. The negotiations can be in several phases and the contracting authority can reduce the number of tender offers to be negotiated. The reduction will be based on the stated award criteria.
