Objectives and Approach The project employs a multi-level approach to empower women by enhancing specific skills, methodologies, and strategies. This empowerment enables women to demand gender equality, benefit from gender-equitable economic and political measures, and play significant roles in the civil society-state dialogue and policy-making processes. Role of the Ministry of Women's Affairs The Brazilian Ministry of Women's Affairs is the political partner and is responsible for developing and implementing gender equality policies. The project aims to strengthen the Ministry's coordination mechanisms and support its contributions to the multi-year plan (PPA) 2024-2027, which aligns with the Sustainable Development Goals (SDGs). This support will include providing successful, scalable examples and visible results of gender policies. Focus on Priority Groups The project targets quilombola women and collectors of recyclable materials, who face significant social, ethnic, and gender-based discrimination. These groups lack effective access to representation, political visibility, and economic improvements. The project aims to strengthen these groups through organizational support and visibility, implementing pilot measures at the local level, and providing validated concepts for future national gender policies. Context and Importance Brazil ranks low in gender equality in Latin America, with extensive discrimination against indigenous, black, and quilombola women. In the Amazon region, which comprises 58.8% of Brazil's land area, 80% of the population identify as black or mixed-race. The project leverages this demographic to enhance political articulation and economic participation among black and quilombola women, who are vital for sustainable development due to their knowledge of biodiversity and sustainable practices. Governmental and Legislative Support Brazil's national laws and international agreements support gender equality and human rights. President Luiz Inácio Lula da Silva's administration has introduced comprehensive legislation to guarantee women's rights and implement gender equality, including programs against violence and laws on equal pay. The Ministry of Women's Affairs, established in 2023, is tasked with implementing strategic programs such as Gender Equality in Political Participation, Women Living without Violence, and Women's Economic Empowerment. Expected Results The project aims to achieve the following outcomes: 1. Integration of strategic elements for anchoring gender equality in policy design for Just Transition. 2. Strengthening the competencies of female leaders for participatory policy design processes. 3. Piloting and continuation of strategies to enhance the economic participation of women in priority groups. 4. Description : The contractor is responsible for contributing to the overall project objectives and indicators. More specifically, the contractor will implement three work packages, concerning output 3 and 4 as well as planning, monitoring, evaluation, and knowledge management for the entire project. Work package 1: Output 3 The contractor is responsible for the implementation and achievement of Output 3: Strategies to improve the equal economic participation of women selected priority groups in the context of Just Transition are applied. This includes the systematization and analysis of value chains, considering the impact of climate change on all dimensions of productive work, as well as the development of strategies to strengthen the economic empowerment of women in the pilot region of Pará, with a special focus on quilombola women in Marajó and collectors of recycled materials in the urban context (Belém and metropolitan region). In addition, the contractor is responsible for the development and implementation of professional, strategic and organizational training for members of the priority groups involved in the priority value chains, as well as the implementation of identified solutions for decent work and equal income. The contractor is responsible for developing methods and strategies adapted to the respective context to promote women"s equal economic participation, such as analyses, studies, skills development measures and the development of training materials, dialog formats with the private and public sector, among others. With regard to the training measures, the contractor develops a competence development plan based on a comprehensive gender-sensitive analysis to be carried out at the beginning of at least 4 value chains prioritized for the priority groups and relevant for the context of the Just Transition. This can include measures to expand competence in strategic, operational and management skills, as well as knowledge of the opportunities and requirements of public marketing mechanisms and in the area of communication and marketing. This requires extensive specific knowledge and experience in the field of gender-sensitive and participatory value chain analysis and promotion, as well as in the demand-oriented development and implementation of training and consulting services based on the specific requirements of the target audience (quilombola and collectors of recycled materials) and with a high level of sensitivity to their concerns. The contractor coordinates the development and implementation of these strategies and measures with other actors (including GIZ) and advises, in coordination with GIZ, the political and implementation partners on establishing and optimizing their strategies for the economic empowerment of women at the political level on the basis of the experience gained. Work package 2: Output 4 The contractor is responsible for the implementation and achievement of Output 4: Transformative strategies for the prevention of violence against women, tailored to the context of the priority groups, are available. This includes the analysis and systematisation of the causes of the different forms of gender-based violence in the pilot regions (Marajó and Belém Metropolitan Region) with regard to different spheres (domestic, public, workplace) and different levels (individual, family, organisational and political). Also, the contractor develops and implements differentiated prevention measures in pilot areas, based on existing initiatives and programmes on national, state or municipal level. In addition, the component includes the development and implementation of training sessions on concepts of gender-based violence adapted to the cultural context, taking into account a transformative multi-level approach and technical advice for (state and municipal) authorities in the development of transformative approaches to violence prevention based on the developed and tested strategies, as well as the processing of experiences from the pilot territories for the transfer of the strategy to the national level and transfer to other contexts at federal level. Work package 3: Planning, monitoring, evaluation and knowledge management The contractor contributes to the development and implementation of a monitoring and evaluation system, as well as a knowledge management system for the project. The contractor prepares the contributions for the annual and final project reports, including aspects relevant to the project's do-no-harm strategy, which need to be updated regularly during project implementation. Furthermore, the contractor is responsible for the systematisation and processing of successful examples and strategies for equitable economic participation and violence prevention (outputs 3 and 4) at the local level for replication at the national level or in other contexts.
